Tax Increment Financing

The City of Blaine has the ability to provide tax increment financing assistance on a case-by-case basis for commercial, industrial and residential projects.

Fire Suppression Grant Program

The City of Blaine offers financial assistance for commercial and industrial businesses required to make fire suppression improvements to conform to the fire code caused by change of use, expansion or remodel. The financial assistance is in the form of a matching grant, up to $25,000.

The applicant will be required to pay all costs initially. The grant funds will be disbursed upon completion of the project, final inspection and issuance of a certificate of occupancy. Actual invoices must be provided to the City as evidence of the project costs.

Small Business Loan Program

The City of Blaine, in partnership with the Central Minnesota Development Company (CMDC) offers a small business loan program to small business owners who are improving an existing building and/or redeveloping a commercial or industrial property.  In general, projects will increase tax base, improve blighted properties, increase employment, and bring properties into conformance with existing city and state codes.
