The annual budget is created each year by staff and then reviewed, changed, and adopted by the Blaine City Council. In addition to the general fund, there are specific budget plans for the economic development, charitable gambling, and communications special revenue funds. Also included are the capital equipment fund, and the water, sewer, refuse, and storm drainage enterprise funds.
