Blaine City Hall is Open by Appointment Only
Most city business can still be conducted remotely by contacting staff by email or phone. You can find contact information at BlaineMN.gov/Directory.
If have reviewed the planning page and have other concerns that would be better addressed in person, you may schedule an appointment. Once your appointment is received, you will be contacted by a planner to assist you in preparing for your appointment.

The Planning Department oversees all land development within the City of Blaine. Staff prepares and implements the Comprehensive Municipal Plan which guides land use, zoning, sewer extension, transportation, and community facility improvements or anticipated changes. Planning staff prepare reports and make recommendations to the Blaine Planning Commission and the Blaine City Council for decisions regarding land development within the city. Staff is available to answer questions on past, current, and future development, zoning, building code changes, home occupations, business signage, and variances to the codes.
The City of Blaine has established a policy and procedure to allow for new or expanded outdoor seating areas for restaurants in response to social distancing and occupancy requirements for restaurants to open for on-site dining due to the COVID-19 pandemic.
