PAVEMENT MANAGEMENT PROGRAM
LEVER STREET AREA STREET RECONSTRUCTIONS
IMPROVEMENT PROJECT NO. 18-16
NOTICE is hereby given that the City Council will meet via an electronic meeting platform on Monday, June 1, 2020 at 7:30PM to pass upon the proposed assessment for the following improvements:
Reclaiming of existing bituminous pavement, curb and gutter, bituminous pavement, storm sewer improvements and appurtenant construction in the described area:
Ball Road from 104th Avenue alignment to Lever Street, Lever Street from Ball Road to North Road, 103rd Lane from Lever Street to Sunset Avenue, National Street from 103rd Lane to 105th Lane, 104th Avenue from National Street to Sunset Avenue, 104th Lane from National Street to Rockney Street, Rockney Street from 104th Avenue to 104th Lane, 101st Lane from Quito Street to Sunset Avenue, Quito Street from North Road to 101st Lane
The lands to be assessed are the property within the above described area.
The proposed assessment roll is on file with the City Clerk and is available for public inspection at my office. Written or oral objections by any property owner will be considered at the hearing. No appeal may be taken as to the amount of any assessment adopted at the assessment hearing, unless a written objection, signed by the affected property owner, is filed with the City Clerk prior to the assessment hearing or presented to the presiding officer at the hearing.
The total cost of this improvement is four million eighty thousand, six hundred seven and 87/100 ($4,080,607.87) and the amount to be specially assessed is hereby declared to be one million seventy-nine thousand five hundred thirty-nine and 99/100 ($1,079,539.99).
An owner may appeal an assessment to District Court pursuant to Minnesota Statutes Section 429.081 by serving notice of the appeal upon the Mayor or Clerk of the municipality within thirty (30) days after the adoption of the assessment and filing such notice with the District Court within ten (10) days after service upon the Mayor or Clerk.
An owner is advised that a Hardship Special Assessment Deferral, pursuant to Minnesota Statutes Sections 435.193 to 435.195, is available for certain senior citizens, persons retired by a permanent and total disability or persons who are ordered into Active Military Duty. The City of Blaine has adopted a resolution establishing a deferment procedure and guidelines for determining the existence of the hardship. An owner shall make application not later than at the assessment hearing for deferred payment of a special assessment on forms prescribed by the City Clerk of Blaine.
