PLEASE TAKE NOTICE that the Planning Commission of the City of Blaine, Minnesota, will hold a public hearing on the following application:
CASE: 21-0003
APPLICANT: Harpers Landing (Harpers Grove, LLC)
LOCATION: NW Corner of Harpers Street & 125th Avenue (see map)

PETITION: The applicant is requesting the following:
- Comprehensive land use plan amendment from LDR (Low Density Residential) to LDR (Low Density Residential) and MDR (Medium Density Residential).
- Rezoning from DF (Development Flex) and FR (Farm Residential) to DF (Development Flex).
- Preliminary plat to subdivide 28.5 acres into 40 single family lots, 112 townhome lots, 6 common lots, and 6 outlots for private roads and stormwater ponding to be known as Harpers Landing.
- Conditional use permit to allow for the construction of 40 single family detached homes and 112 townhomes in a DF (Development Flex) zoning district. The townhomes are a mixture of three story row homes with rear loaded garages and two story townhomes with front loaded garages.

HEARING DATE AND TIME: Said hearing will take place at Blaine City Hall Council Chambers, located at 10801 Town Square Drive, Blaine, Minnesota, 55449 on Tuesday, April 13, 2021, at 7PM.
The Planning Commission will hear public comment in person at Blaine City Hall during the public hearing, as well as through the zoom webinar platform for those who wish to participate remotely. The link to the meeting will be available on the meeting agenda at BlaineMN.gov/Agendas five days prior to the meeting.
All interested persons are invited to attend and be heard. If you cannot attend, public comments that are emailed to PRobinson@BlaineMN.gov by 4:30PM on Monday, April 12, will be shared with the Planning Commission at this meeting. Unsigned or anonymous comments will not be included in the public record.
